About The National Lottery Community Fund

The Fund is the largest community funder in the UK and is responsible for distributing 40% of the total of good causes money raised through The National Lottery.

We distribute this through grant awards to support projects providing community activities. Each year, thousands of people talk to us about the issues in their community and their ideas for solving these challenges. We listen, learn and grow and we share those ideas, so communities learn from each other, too.

In the last five years we have distributed over £3.1 billion in awards. Our funding programmes range from small grants of up to £20,000 to large scale, multi-million pound strategic programmes. We are committed to making the biggest possible difference for our funding, working alongside communities. We will continue to support them where it’s needed most and give them more of a say as we work to distribute £4 billion of life-changing funds by 2030.

In addition to our work distributing good causes money, the Fund is responsible for distributing monies released from dormant bank accounts and related assets. We also work with other organisations, principally public bodies, to manage and distribute funding through grant programmes we run on their behalf.

The Fund operates in the four countries of the United Kingdom, with funding programmes specific to each country. In addition, we operate a range of programmes that are UK-wide in scope. In delivering our programme of work we act within the relevant legislation, other public sector guidance and the requirements of DCMS as our sponsor department.

Board composition

The Board of the National Lottery Community Fund (TNLCF) is responsible for providing strategic leadership, ensuring effective governance, and overseeing the use of public funds in line with ministerial directions. Key responsibilities include:

Strategic Leadership & Oversight

  • Set and advance TNLCF’s strategic aims within the policy and financial framework set by DCMS.

  • Provide leadership within a framework of effective controls and risk management.

  • Ensure the organisation has the financial and human resources to meet its objectives.

  • Monitor and review management performance.

Governance & Compliance

  • Ensure compliance with statutory and administrative requirements for public funds.

  • Operate within delegated authority and ministerial guidance.

Risk Management

  • Lead on the design and oversight of risk management, governance, and internal control systems.

  • Provide assurance to DCMS on risk and escalate significant concerns.

External Engagement & Responsiveness

  • Stay informed of changes affecting TNLCF’s strategic direction or targets.

  • Engage with the executive team and DCMS to address emerging issues.

  • Ensure effective internal and external reporting mechanisms are in place.

Position Description

The Secretary of State for Culture, Media and Sport is seeking to appoint three new Board Members to The National Lottery Community Fund, each bringing a distinct and crucial area of expertise in the following areas:
  • Community Power, Agency, and Control
  • Digital and Emerging Technologies
  • Brand, Reputation, and Influence

General Duties

  • Take decisions that support TNLCF’s objectives and public accountability.

  • Ensure the Board remains agile and responsive to opportunities and risks.

Selection Criteria

Knowledge, skills and experience

  • The ability and skill to contribute effectively to the development of TNLCF as it sets a future strategic direction, with a strong track record of achievement in this area.

  • Ability to work on a Board with excellent interpersonal, team working, communication and representational skills.

  • The ability to engage and influence in relationships with stakeholders to ensure the Fund is well represented and externally impactful.

  • Personal and operational integrity, the ability to work with people from different backgrounds, and a commitment to improving equity, diversity and inclusion.

  • Clear understanding and commitment to building strong and connected communities, that reflect the whole of the UK.

  • Ability to deliver operational transformation and culture improvement in a large organisation.

  • A strong commitment to engaging communities across the UK, and factoring UK-wide perspectives into all decision making.

We are seeking to appoint three new Board Members, each bringing a distinct and crucial area of expertise to support our strategic ambitions.

1. Community Power, Agency, and Control 

We are looking for an experienced and recognised thought-leader who can support us to deliver our ambitions around increasing power, agency and control within communities, ensuring that the lived experiences, priorities, and aspirations of communities are truly embedded in our strategy and decision-making.

2. Digital and Emerging Technologies 

We are seeking a recognised national or international digital and technology leader. This individual will be instrumental in supporting and challenging our strategic digital and technological goals, which include re-designing our operations through the use of automation and AI to better serve communities. Furthermore, this role involves enabling the Fund to deliver a first-class user experience, provide thought leadership, and exert influence regarding the broader application of new technologies for the benefit of community and public good. In an increasingly hostile external environment, we are also seeking insight on how the Fund can adequately protect its data, systems and information assets from the threat of cyber risk.

3. Brand, Reputation, and Influence

We are looking for someone with a demonstrable track record of policy influence or stewardship nationally or internationally who can provide challenge and support in our strategy ‘It Starts with Community’.

Working as part of a dynamic and energetic Board this individual will take a lead role on:

  • Championing community perspectives – particularly those from underrepresented communities experiencing disadvantage, deprivation and discrimination – ensuring they are heard and influence decisions at Board level.

  • Bringing a deep knowledge of how strategic aspirations to devolve power and increase agency and control within communities can be effectively translated into sustainable practice through system level interventions, frameworks and strategic tools.

  • Supporting and challenging the development of models of devolved or shared decision-making.

  • Acting as an ambassador between the Board and communities, helping to build trust and mutual understanding with communities and partners across the four countries of the UK.
